It's a tool in Vista that lets you take a shot of any part of your screen (you drag a cursor around). Also has a few other handy things like a highlighter. Seems like it looks higher quality than print screen too.

from my experiences, the output quality is a lot lower when using the snipping tool than when doing a straight up print screen

Really? I usually get really clear images from the snipping tool. Kevin had better luck with it than print screen too

hmm, well, to be honest, i only ever use it in conjuction with the msn image transfer/preview thingamajig, so the decreased quality of that may be misleading me.

Ohhh, the msn preview thingy makes all of the images look bad, I usually have to save the image if I want to see anything in small print or something like that.

You can change the border color instead of it being red in the options. You can also click the arrow next to New and go down to Full-screen snip, it will take a shot of your whole screen so you don't have to drag over.
