It's not a feature in photoshop, it's a feature built into the lighting of the game, similar to how the shaders are.

in photoshop cs4 there is a feature which allows you to paint colours and such straight onto 3d models, and he was enquiring as to how it works

its pretty creative i myself like dark colors with bright accents but it doesnt fit my style but hey! thats just me good job
