is possible to get shorter swingarms in the game because swingarms what is in game now are very annoying and noreal

No you cant the wheels are in a set position, also the swingarms in game look fine to me.

I think its hardcoded into the games original files but im not 100% sure on that.

You can change anything you want, except wheel postition.
