I want to get into making skins but I don't know what program to use and if there is a free program.

Download some bike template or rider templates, or helmet template, and download GIMP 2.6.

Just practice making designs, or even make replicas, but id suggest not to release your work without showing it first, since your new and all and if you release something crappy, you will get lots of shit in return, but some people will tell you to keep working at it and you'll get better.
