I was wondering if these are good specs and what quality could I run mxs in

All of that is fine! You should be able to run at least medium settings.
But if your edging for an upgrade that graphics card could do with replacing because lets face it, it is pretty old.
I have previously gone with amd but jlv favours nvidia so I'd just go with whatever's in your price range on the geforce side of things.
The game seems to be pretty demanding for what it is though especially with the new shaders so you will have to sacrifice some quality with your current setup if you want the golden 60fps

Ok what computer do u suggest for under 500 $ and this computer is not mine I was looking to buy this one but idk what to look for I want to get the best I can possibly get for my money

Honestly, you'd probably be able to max out the game and ride with quite a few riders. The game is centered around CPU and you've got a decent one there. That GPU could handle the game fine, as its better than mine and I can ride with a full gate probably.
